The GDP shall reach 430 billion yuan, with an annual increase of 11%, and the per capita GDP shall exceed 60,000 yuan. Fixed assents investment shall reach 1,000 Billion yuan.
The composition of the primary, secondary and tertiary industries shall be 3.5:53.5:43. The independent innovation capacity of enterprises should be raised, the proportion of research and development in the GDP shall be raised to be 1.5%, the proportion of hi-tech output in the general industrial output shall be higher by 40%.
The cargo-handling capacity will be 360 million tons per year, ranking top three of the world, and the annual handling capacity of containers shall reach 100 million TEU.
The Rate of Urbanization shall exceed 65%. The quality of life of the residents in general shall be on the rise. The per capita disposable income for urban residents shall exceed 24,000 yuan, and the per capita net income for rural residents shall reach 11,000 yuan.
By the end of year 2010, import and export turnover of the port shall reach 154 billion US dollars, and the local import and export volume should totally reach 67 billion US dollars. In the following five years, we will expect a total utilization of foreign investment of 11.5 billion US dollars, with the contractual volume reaching 23 billion US dollars. A volume of 1,200 million US dollars will be realized for foreign labor service cooperation, and cumulative overseas investment will reach 300 million US dollars.
By the end of year 2010,the city will have set aside 1.5 % of the GDP for R&D and for experimentation. 15-year elementary education policy will be popularized, and the enrollment rate of the senior-high-school will reach 98%. We are planning to set up over 30 provincially key disciplines, 3-5 doctoral programs, with enrollment of graduate students reaching 5,000; to set up 5 or more state-level Sci-tech Innovation Base; to keep building Ningbo Engineering College, to start up the project of Ningbo Postgraduate Garden.
By 2010, the oil refining capacity will reach 30 million tons per year, while the ethene production capacity will reach 2.2 million tons per year. The Ningbo Iron and Steel Program will be completed and forming a production capacity of 6 million tons a year. We will boost the enlargement project of Baoxin stainless steel project and make Ningbo as a new iron-steel industrial base in south-eastern coastline of China. With China White Paper Board Project as a base, we will develop such industries as paper packing and printing. The total output of white paper board is expected to reach 3 million tons a year and a white paper board production base will be formed in Ningbo. We will make efforts to introduce more large shipbuilding and ship repairing projects so that we can raise our capacity to 2 million tons a year, thus forming an important base for ship building and repairing at the southern flank of Yangtze River Delta.
The Harbor-based Industrial Zone: To mainly develop port construction projects and harbor-based industrial projects such as petrochemical industry, energy , iron & steel, paper making , automobile and ship building and repairing industry. The Central Industrial Zone: To mainly develop urban infrastructure construction projects such as transportation , environmental protection and culture, education, medical treatment, health care, science and technology, and modern service projects such as port logistic, commerce and circulation, exhibition and conference, and high-tech projects such as electronic information, new materials, clean resources and biological engineering. The Southern Industrial Zone: To mainly develop inning, reservoir, ecological tourism projects and other projects including resources utilization , ship building and fixing ,marine ,and seawater desalting. The Northern Industrial Zone: To mainly develop traditional supporting industry projects such as textile, garments, household appliance, plastic, machinery and other projects including inning and ecological tour.
